Why do they stop? Because that is their reaction to a worrisome or upsetting situation. If your horse sleeps in a land he is acquainted with ( ie. Your house area ) then you check your tack for stuff like a bad fitting saddle.

A secret tip about nappers is to closely observe where they are snoozing. You should talk to them, pet them, and have patience.
It just so occurs this is an example of the simplest and most effective methods to solve the sleeping problem. The tradeoff is that it also takes the most time. But so what? Pony coaching is about patience.
To the uninitiated, voice commands for the pony are nothing less than words. Since they won't talk our language we should think thru what we are saying to them when we need certain replies from them.
Take the word "whoa" as an example.
But the difficulty is this. Before you know it, the rider has conditioned the pony to decelerate at the word "whoa" rather than stopping. You never lie to your pony as the results you get will not be what you need. Jesse Beery, a famous pony tutor from the 1800's, knew this well and was first to say "don't lie to your horse".
So what do you do? Simply sit in the saddle.
At some point the pony should move forward.
Next time you are taking your pony out and he snoozes it might take half of the time for him to move. It is a bit like the old rule of coaching. If you are by yourself bring a crossword puzzle or maybe a book. Do what's required for you to pass the time and not get impatient.
